RQW: add ability to download catalogues to make changes/deletions and re upload

Users need the ability to download the catalogue to mass delete or make changes and re upload. If they don't have the original they must make manual changes one by one with catalogue Maintence.

Spreadsheets can get lost if users leave the district or they get deleted in error.
