Fix alignment on second T4 per sheet

With the addition of the T4 Box 45 Dental reporting, the alignment is now off on the second T4. The page data fields shift half a line up which makes all your hard work in aligning the first T4, mess up. I would suggest the second overlay needs to be moved up half a line so all our work looks professional. The answer from PS to say it's not the copy employees use is not acceptable, we strive to have all our work look perfect and needs to be adjusted.

    We have been working on the T4 form parameters and overlay configuration and should have some improvements that users can make to configuration by the end of the day (February 12).
