Add EI rebate benefit to WCB earnings

  1. calculate non-statutory deductions (life insurance, pension, medical, union, wcb etc. taxable benefits)

  2. then calculate statutory deductions (income tax, cpp, EI)

  3. loop back and look for wcb deduction (from step 1) and add EI Rebate, recalculate and re-limit
