When an employee ends one position to start another, SNS full wants to take out the original function line in payroll. This created a problem for BCPSEA reporting when the timing is close to the reporting cut off date. Because there is now no function line, a BCPSEA error occurs warning that the hourly rate is being reported as $0.00 for the old position.
For me this would not be desirable from the Payroll side. I don't want unnecessary function lines cluttering up our Payrolls, and they would cause some issues in Payroll (e.g. Payroll Report Writer reports would need to have selection criteria added to them to filter out function lines that are ended, and I wonder if there are Payroll processes that select based on function line values that will cause us grief because they don't have an option for ignoring function lines based on a specified date).
I suggest the proper solution to the problem is to have the process use of the Assignment Records (which are date sensitive) instead of using Payroll Function lines (which are point in time records).
