BCPSEA - add ability to calculate annual salary through HR not payroll Merged

Allow for option to calculate Annual Salary from HR as opposed to Payroll.

Merging this idea into the date driven function lines idea since we would not need to completely change how the EDAS report runs if we had historical function lines available.

EDAS process for capturing salary Merged

We would like the process to be changed so that the system, after picking up the salary in HR, would, instead of looking to the employee's function line, would look to the salary set up table for the grid rate as of the date of the end of the EDAS...
